Personal history

Elfed Williams grew up mainly in the Conwy valley and attended Ysgol Dyffryn Conwy . A fluent Welsh speaker, he completed a Master’s degree in Equality and Diversity in Society in 2024, strengthening a long-standing commitment to fairness and social justice. Elfed now lives in Llanrhaeadr in the Vale of Clwyd, where he has been deeply involved in local community life for many years.

Professional background

Elfed has been Director of CADMHAS since 2013, leading the organisation as it expanded from a team of six to forty-one, now delivering statutory advocacy services across North Wales and Powys. His work has focused on strengthening governance, building strong partnerships, managing multiple major contracts and ensuring high-quality, rights-based services. He previously served as a Lay Panel Member for Social Care Wales, chairing Fitness to Practise hearings until standing down in 2023 after his election as a County Councillor.

Political and community history

Elfed was elected County Councillor for Llanrhaeadr-yng-Nghinmeirch in 2023. He was previously a Plaid Cymru Westminster candidate for Clwyd West. Locally he led and chaired St Dyfnog Conservation Society, leading a £300,000 restoration project and is now leading on projects to transform the chapel in Llanrhaeadr into a community hub and Prion chapel into housing for local people.
